Throughout her career, Celia has worked on an array of child and family policy issues and held several key advisor roles, including as the Senior policy adviser in the U.S. Senate to HELP Committee Chair, Richard Burr (R-N.C.) and before that in the U.S. Department of Education during the George W. Bush Administration. Today she serves as the founder and president of the Abecedarian Group, which provides national and state organizations with strategic advice for advancing their public policy agendas, including for K–12 education, higher education, workforce training, and child welfare and family policy.
